The Project Planning & Implementation Division is a brainchild of former Chairperson- Mr. Adil Zainulbhai and Secretary General- Dr. Ravi P Singh. They recognized that there were ample opportunities within the government where youth had a lot to contribute whereas the government had a lot of information and data yet the analysis and measurement required a committed workforce which can be utilized for implementation of various schemes under the overall guidance of the Department/Ministry. While the government could not possibly recruit such workforce for short term, a provision needed to be created in semi government organizations like Quality Council of India which can fill this long recognized void. Hence, they embarked on setting up a team of young professionals who could help the government from outside on key issues and provide support wherever required. This was the primary motivation for the creation of the Project Planning & Implementation Division in QCI.

Since then, the Project Planning & Implementation Division has evolved as a unit which works closely within the organization drawing up expertise from the Boards, yet the on ground implementation projects are managed by this team at the backend. Young professionals within this group work with various ministries and departments on strategy and monitoring projects. While the Project Planning & Implementation Division began back in June 2015, it received its first project in September 2015 which involved working with senior bureaucrats in 20 Central Ministries to improve quality of public services by analyzing citizens’ grievances

The Project Analysis and Documentation (PAD) Division of QCI handles projects which aim towards the design, development, and implementation of voluntary conformity assessment frameworks for governmental, inter-governmental, regional, and global organizations. 

The Division prides itself in driving noble initiatives that have national, regional, and global relevance. QCI through this division continues to offer solutions to various Government ministries/ departments/ organizations, industrial bodies, international donor agencies, developmental organizations, and inter-governmental bodies such as the FAO of the UN, UNFSS, UNCTAD, SAARC Agriculture Center, ICRISAT, ITTO etc. 

PAD Division currently handles numerous voluntary certification schemes cutting across various sectors, ranging from Agriculture [INDGAP, Voluntary Certification Scheme for Medicinal Plant Produce (VCS-MPP)], Food [Q Safe, IndiaGHP and IndiaHCCP], Healthcare [AYUSH Mark, Indian Certification of Medical Devices Scheme (ICMED)], Industry [STAR Scheme, RMCPCS], Regulators [Certification Scheme for Unmanned Aircraft Systems] , and Personnel Competence [VCS-Traditional Community Healthcare Providers, Biomedical Skill Certification Scheme (BSCS)]. The division strives to use instruments like Benchmarking to gain international equivalence with global standards bodies and strives to map the same on the standards map of the ITC of the UN.

The ZED Division leads various projects of National importance with a focus on ‘Atmanirbhar Bharat’. The division is involved in flagship programmes of Ministry of Micro, Small & Medium Enterprises, Ministry of Tourism, Ministry of Defence, Ministry of Housing & Urban Affairs and others.

MSME Sustainable (ZED) Scheme of Ministry of MSME
About: Addressing the nation on India’s 68th Independence Day, Hon’ble Prime Minister Shri Narendra Modi urged the industry, especially the Micro, Small and Medium Enterprises (MSMEs) of India, to manufacture goods in the country with “zero defects” and to ensure that the goods have “zero effect” on the environment. He said “We should manufacture goods in such a way that they carry zero defect and that our exported goods are never returned to us. We should manufacture goods with zero effect that they should not have a negative impact on the environment”.

In line with this vision the Ministry of Micro, Small & Medium Enterprises (MSME) has launched the MSME Sustainable (ZED) Scheme for the benefit of MSMEs of India. QCI is the Implementing Agency for this scheme.

SAATHI Scheme of Ministry of Tourism
SAATHI (System for Assessment, Awareness & Training for Hospitality Industry) Standard has been developed based on the COVID-19 guidelines, as issued by the Ministry of Tourism and Ministry of Health & Family Welfare, Government of India. The Standard re-imposes the fact that a Hospitality Unit needs to incorporate a holistic approach in their fight against this pandemic. The Standard has 10 key elements pivoting around the commitment by the hotel management to ensure institutionalizing of this protocol/standard.

WASH Scheme of QCI
For the benefit of citizens and industry, QCI, along with industry stakeholders, has developed a harmonized standard “Workplace Assessment for Safety and Hygiene” (WASH)” to help the organizations assess their preparedness to restart and run their operations safely. This standard is applicable for assessment at any workplace which has been allowed to operate.

To synergize training, awareness workshops and capacity building activities at the national and international levels and to further coordinate such activities centrally in a structured manner, an independent cell by the name of ‘Training and Capacity Building (TCB)’ under Quality Council of India has been established. TCB has been working in conjunction with international organizations and strives to build capacity in other countries by sharing knowledge and best practices through trainings and other means.

TCB caters to various domains like Quality Management, Healthcare, Manufacturing, Environment, Food Safety, Education, Project Management etc. to name a few. TCB imparts trainings on a wide spectrum of courses through different modes like classroom trainings, virtual trainings, webinars and eLearning. Considering the specific requirements of the client, TCB also provides customized training courses at the client’s chosen venue. To widen the horizons, TCB keeps collaborating with the Government, Regulators, Academic Institutions, and Industrial Associations and provides regular and customized training courses to them.

As per the provisions of RTI Act, QCI has constituted RTI Cell mandated with the following activities:

Coordinate all the work relating to implementation of RTI Act in QCI.

Coordinate matters relating to Central Information Commission (CIC) in terms of hearing, orders and other matters related to QCI.

Serve as the nodal point for receiving applications and appeals physically as well as online and forward it to the concerned Board / Division / Department / Appellate Authority within QCI.

Serve as the nodal point for responding the application(s) / appeal(s) after receiving the required information from concerned Board / Division / Department.

Any other work related to the RTI Act.

RTI INFORMATION

1. Filing of RTI Application Online:

  • An applicant needs to go to the following portal for filing of Online RTI Application: https://rtionline.gov.in/ 
  • Once the link has been accessed, applicant can submit request along with RTI application fee online.
  • Ministry to be selected: Department of Industrial Policy & Promotion (Now DPIIT)
  • Public Authority to be selected: Quality Council of India
  • Once applicant submits aforesaid details along with other details as required on the RTI MIS portal, his/ her application is registered online and application is received by concerned Public Authority. The reply is then provided within stipulated time period of 30 days.

2. Filing of RTI Application Offline:

  • Any citizen of India who desires to obtain any information under the Right to Information Act, 2005 (Act) may make a request to the CPIO, RTI Cell, Quality Council of India, New Delhi-110002, or may file RTI application online through rtionline.gov.in.
  • Application Fee: In accordance to directive given in the Gazette notification issued by Deptt. of Personnel & Training, Ministry of Personnel, Public Grievances and Pension, Govt. of India, vide no. 34012/8(s)/2005-Estt.(B) dated 16.09.2005, the application for obtaining Information under sub-section (1) of section 6 must be accompanied by prescribed application fee of Rs. 10/-.
  • Mode of Payment: By IPO/ Demand Draft/ Banker’s Cheque drawn in favour of ‘Quality Council of India.’ Any person who belongs to BPL category is not required to pay any fee, provided necessary documents are produced in support of the claim.
  • In case additional fees is required, the applicant will be informed about the same.

2.2Foreign and domestic tours (F. No. 1/8/2012- IR dt. 11.9.2012)(i) Budget

QCI does not receive any funds from the consolidated funds of Government of India. It meets all its operational expenditures from the revenue generated from its various accreditation, certification, training & development, Impact assessment activities. In connection with these activities its officials may have to make Foreign and domestic tours as per the requirements. The expenditures incurred on such tours is met out from QCI own resources.   

Further, QCI works under the administrative control of its Governing Body and all rules & guidelines, Budget etc. are approved by its Governing Body. 

As per applicable rules/practice, the Provision for the foreign & domestic tours is made in the budget by each Board/Division. The consolidated budget of QCI is approved by the Governing Body of QCI.
